The planar metropolis of Allegory is ruled by a group of twenty-two powerful outsiders known as the Major Arcana (individually referred to as trumps). Each maintains a mannekin factory to produce servitors, and they use their mannekins and other subjects to further their individual and collective goals. In many ways they are analogous to a thieves’ guild, with spies, informants, and saboteurs stretching across the planes in intricate intrigues. Some trumps move openly among their kind, and rule like princes, but most shun the spotlight even in their metropolis.

The Major Arcana clearly have some relationship to the cartomancy techniques popularized by a long-dead archmage of Tula. Sashinat the Jeweled Eye founded the School of Patterns in Tula to study connections, correspondences, and correlations of every stripe. Though within the Rainbow City they say that she invented the Tarot deck, clearly its structure and iconography were influenced by the planes. Whether the trumps of her Tarot deck were modeled after the Major Arcana of Allegory or vice versa remains an open question.
