Among those with sufficient powers of flight, the City of Laughter is the least hostile of the planar metropolises. Most of the city is free of immediate physical dangers. If anything, the city is too intangible. Entire sections of the city are devoid of physical structures, populated only by ephemera, abstractions, and other strange phenomena.

Travelers visit Ochahalaia to find rumors, obscure tales, and once-common myths. The city’s markets feature some of the finest bards, musicians, and storytellers in all the planes. It hosts schools of verbal and acoustic magic that put Tula to shame.

If a seasoned adventurer seeks juicy secrets or once-known lore of bygone eras, the markets of the City of Laughter are a fine place to go once more prosaic sources run dry. It is far less risky a proposition than a visit to the Falling City, or the memory-whisperers who lurk in the Shadow.

Much of the City of Laughter is inscrutable to non-natives. A few djinn serve as guides and advocates for visitors, but the actual politics of the city are as transient as the air itself, featuring semi-permanent eddies of governance but no consistent major players.
